GR 422 - Risk assessment according to RAPEX

The RAPEX procedure was introduced for consumer products and is used for rapid communication across Europe when a consumer product poses a risk to safety and health.
An elementary part of the procedure is the risk assessment method, which is to be used to determine a level of risk posed by a consumer. If the risk assessment reveals an unacceptably high risk, the Member State authority must be informed.
The probability of occurrence of the damaging event is to be assessed by means of an event tree. This probability then flows into a risk matrix with further criteria (e.g. consumer group, injury severity).
The result is an assessment of whether the risk is serious, high, medium or low. Depending on the risk, measures are to be initiated.
The method starts with the exact system definition (system description, limits, functions, interfaces) and the consumer group that usually comes into contact with the product. Furthermore, hazard groups are assessed and the hazard posed by the consumer product is to be evaluated. Based on the hazard, it must be determined which typical injuries can occur, what the severity of the injury is and which injury scenario occurs.
This procedure is mandatory for consumer products. However, due to its simple system and the linking of subjective assessments with a probability of occurrence for the damage event, its use is also recommended for non-consumer products!
